Kenya has inaugurated its National Civil Aviation Facilitation Committee (NCAFC) in its bid to be in line with international civil aviation standards and best practices as required under Standard 8.19 of Annex 9 of the Chicago Convention.

The committee comprises government ministries, security and stakeholders in the aviation industry will serve for a period of 2 years.

“The Committee shall be chaired by the Ministry responsible for Civil Aviation and the Kenya Civil Aviation Authority shall be the Secretariat,” James Macharia, Cabinet Secretary, Transport, Infrastructure, Housing, Urban Development and Public Works said through a Gazette Notice dated 7th April 2021.

Some of the members include: 

(a) Ministry responsible for Civil Aviation;

(b) Kenya Civil Aviation Authority;

(c) Secretariat to the National Civil Aviation Security Committee;

(d) Kenya Airports Authority;

(e) Kenya Plant Health Inspectorate Service (KEPHIS);

Directorate of Veterinary Services;

(g) Kenya Revenue Authority (Customs and Border Control);

(h) Department of Immigration Services;

(i) Kenya Airports Police Unit;

(j) Ministry of Foreign Affairs (Protocol Directorate);

(k) Ministry of Health (Ports Health Services);

(1) Kenya Tourism Board;

(m)Ground Handling Agencies (Representative);

(n) Airline Operators (Representative);

(o) Directorate of Criminal Investigation; awl

(p) National Intelligence Service (Frontier Control).

Key functions include the development and review of policies relating to clearance formalities applied to international air transport services.

In addition, ensuring the development and implementation of the National Air Transport Facilitation Programme.

It will also ensure passengers, cargo and mail are cleared through airports in line with ICAO Standards and best international practices.
