Dr. Margaret Nyang’ate Nyakang’o has been nominated to the position of the Controller of Budgets (CoB) by President Uhuru Kenyatta.

If approved by Parliament, Nyakang’o will replace Agnes Odhiambo, the first holder of the office since the Constitution came to force in 2010.  

Ms. Odhiambo’s term expired in August.

Nyakang’o currently serves as a lecturer at the KCA University and also serves as the director of Finance and Administration at the Kenya National Bureau of Statistics (KNBS).

She is a Certified Public Accountant and holds a Doctorate of Business Administration from the University of Liverpool, UK.

She describes herself as, “A believer in democratic governance and integrity.”

“A diligent and self-motivated team leader as well as player, with solid skills and experience in a wide variety of organizations in both public and private sectors of the Kenyan economy.”

The National Assembly has three days to approve or reject the candidate.

Dr. Nyakango was among 15 applicants shortlisted and interviewed by the former Brand Kenya chief executive Mary Kimonye’s committee.  Others who sought to replace Ms. Odhiambo include Justus Nyamunga, Judith Akuma, Duncan Otieno, Edith King’ori, Leornard Lari, James Akeyo, Celestine Munda, Muinde Patrick, Karen Njeri, Macklin Ogolla, Elizabeth Mwathi and Abubakar Abdirahman.

Role of Controller of Budget

The Office of the Controller of Budget (OCOB) is an independent office established under Article 228 of the Constitution of Kenya with the core mandate being to oversee implementation of the budgets of the National and County Governments by authorizing the withdrawal from public funds.

The Office is also expected to prepare, publish and publicize statutory reports, conduct investigations based on their own initiative or on a complaint made by a member of the public, and conduct alternative dispute resolution mechanisms to resolve disputes. 

The OCoB also has a mandate to advice Parliament issues related to the transfer of funds to State organs or any other public entities.

The Controller of Budgets holds office for a term of eight years and once completed is not eligible for re-appointment.
